Premier Iemma promises a new Master Plan

for White Bay - Glebe Island - Rozelle railway yards

"A vote for Labor would ensure the Govt delivers a Master Plan for the (White Bay) local area"

as stated by Premier Morris Iemma in his News Release of 13 March 2007


Premier Morris Iemma during the March 2007 election campaign, promised a new State Labor Government would develop a Master Plan for White Bay, with a Community Reference Panel set up to initiate the White Bay planning process.  


A new White Bay Master Plan was expected to begin in earnest in June 2007 when the Metropolitan Strategy sub-regional plan was due to be completed. The Premier stated in his News Release of 13 March 2007 that the Master Plan would be completed by mid-October 2007.


25 August 2007 the Sydney Fish Markets CEO Grahame Turk wants a brand new Sydney Fish Market built at Glebe Island. 1st November 2007 The NSW Govt announces the formation of a Bays Taskforce to plan the future of White Bay, Glebe Island, Blackwattle Bay, Rozelle Bay and railway yards. The Taskforce will include as chairman David Richmond of Premiers Dept, the NSW Dept of Planning, Sydney Harbour Foreshore Authority, Maritime Authority, Sydney Ports, Transport and Treasury. The NSW Dept of Tourism should be included on the panel given the unique location of the land and it's obvious potential as a major tourism income earner for the NSW economy.

This sounds like a positive concept provided it is harmonious with closeby residential areas, for example, it is self contained to Glebe Island without a spillover of cars and traffic to the residential areas of Balmain Rozelle.

Yes the setting up of the Bays Taskforce is enthusiastically welcomed by local residents as a sign that the development of the region will only proceed after examining all the potential options for this unique location and it's impact on local residents in an already high density residential area.

Verity Firth our new Labor MP, during the election campaign, openly opposed the IC&L Cement Terminal proposal, even taking up a petition to the Planning Minister and the Premier.

A new Master Plan should take into account any adverse impact of any proposed development on the amenity of nearby residents as well as State and regional economic benefits in the long term.

The current White Bay Master Plan was formulated before the Sydney 2000 Olympics by the Sydney Ports Authority solely on the basis that the site be used as a large scale container shipping and port facility. It is clear cut from the widespread community opposition to the IC&L cement dust terminal and Bailey's fuel depot proposals, as to what is NOT wanted on the site. But the exact specifics of what the local community would be comfortable with, is vague. Public transport and car congestion are major issues for inner-city residents and workers. In formulating a suggested Master Plan where would you specifically put any light rail line and stations in the region? Where specifically to put any ferry wharfs ?

Ensure public access along the foreshore of the entire site with a setback of at least 20 to 30 metres - part of a continuous pathway and cycle track from Woolloomooloo to East Balmain - attractive physical exercise track for tourists and Sydney residents - usable route for residents to get to inner City region for work or recreation.


Develop WHITE BAY for community use facilities such as outdoor sporting fields, parkland and other community use facilities. The population and demographics of the Balmain Peninsula has changed enormously in the past 10 years, without a consummate expansion of essential community amenities.


Suggestions for community use facilities include community centre, library, child care, preschool facilities, outdoor sporting fields, indoor basketball and squash courts, roller blade and skating rinks, bike storage and hire facilities, gymnasium, restaurants, cafes, ferry and light rail stations. Such facilities be able to be used by the local community, visitors and tourists.


Grafton Street - another suggestion is to house some community use facilities in buildings along and abutting the cliff face below Grafton St East Balmain with a roof top park thereon at the same level and connected to Grafton Street - similar to the roof top Giba Park on top of the apartments abutting Pyrmont Point.


A major tourist attraction: White Bay can be seen from Sydney CBD, from Walsh Bay (Barangaroo Park), from Pyrmont Point and from the harbour. The inner City of Sydney is in critical need of outdoor sporting facilities, which if located at White Bay would be a major tourist attraction. The premier outdoor public sporting facility in the inner city region is the netball courts in the Domain.


Barangaroo Park at Walsh Bay: Min. Frank Sartor recently approved a $4 billion development along the foreshore of the 22 hectare former Patricks Container Terminal at Walsh Bay near Sydney CBD. The project includes a large foreshore park, together with commercial offices along the cliff-line adjoining the western Rocks area - a good example to follow for Glebe Island ... more details


World Youth Day Barangaroo Park the Pope arrived here on 17 July 2008 to address hundreds of thousands of devotees from all around the world. Worth an estimated $50 million in international media exposure for Sydney as a tourist location.   Note: Barangaroo Park is opposite the White Bay location proposed for the Baileys Refuelling depot (obviously - not in the right spot) ... more details


WHITE BAY POWER STATION be used for an Australian Renewable Energy Research Institute - a national think-tank to centralise all research nationally on the subject of renewable energy. The White Bay Power Station is owned by SHFA ... more details


Alternatively the White Bay Power Station (1) be converted into a shopping centre - current Woolworths in Balmain is inadequate in terms of parking and consumer access (2) or the White Bay Power Station be used as an international hotel closeby a hi-tech employment zone.


Sydney's international city status - our weather - security - lifestyle - White Bay Sydney Harbour (a great place to live and work) should developed to attract the best brains in Australia and internationally on renewable energy and emerging digital technologies.


GLEBE ISLAND & ROZELLE RAILWAY YARDS be developed as a Digital Technology Park - similar to Silicon Valley in USA. A focal point for digital technology businesses and research, digital movie animation and software creation businesses in one location with associated legal and support industries, close to Sydney CBD - the financial capital of the South Pacific. This would be a major contributor to the national economy. The SHFA own the Rozelle railway yards ... more details

Glebe Island silos should be demolished, too tall, overbearing, overshadowing a large area, any so-called "heritage value" is an excuse to transform them into high-rise apartments, sets a precedent for the height of other buildings in the Master Plan, forms a "concrete curtain" between the Fish Markets / Rozelle Bay / Blackwattle Bay and White Bay / Balmain ... besides "just plain ugly".


PUBLIC TRANSPORT HUB: the location has obvious potential as a public transport hub - locate ferry wharves at White Bay, Glebe Island, Rozelle Bay and Fish Markets - extend the light rail into White Bay to connect with Central etc - extend the light rail corridor further in the inner west to Dulwich Hill and beyond using the existing goods rail line - buses arrive from Victoria Rd and CityWest link connecting to light rail and ferries at White Bay and into the city.


NO PRIVATE CAR PARKING: most suggestions fit well with the public transport hub concept, where people arrive and depart from specific regions, without using a private car. A visionary approach could be to develop the abovementioned Digital Technology Park WITHOUT private car parking ie access be resticted to commercial delivery vehicles and public transport facilities - bus terminal, taxi ranks, light rail, harbour ferries and water taxis. A light rail system could efficiently provide for internal movements within the entire site.


Our aim is to gather and publish suggestions as to how best to develop this site, given it's statewide and regional significance - notably in terms of long term economic benefits, community amenity and potential as a regional public transport hub with the efficient use of light rail and harbour ferries.


All such community suggestions will be incorporated onto a group submission and presented to the White Bay Master Plan Community Reference Panel and Min. Frank Sartor.


University of Sydney White Bay EcoCity student project


The objective of the students project was to design a futuristic, self sustainable, low carbon "eco-city" on the White Bay regional site. Click here to see aerial map of concept plans
The concept design features mixed use residential, commercial, light industrial, retail, community facilities, recreational and park land areas, a beach at White Bay, swimming pool, a working harbour employment zone, marinas, light rail, ferry wharves, solar energy and agricultural precinct (self sustainability concept), storm water retention and on-site effluent treatment and recycling.
There is an emphasis on internal public transit and freight transportation network.  The concept site covers 80 hectares and includes an energy efficient employment zone in a fully pedestrian, highly mobile transit oriented "eco-city" in the inner-west of the City of Sydney.

The students project included a 20 minute movie produced by the students about a day in the life of the White Bay EcoCity and a scale model of the concept designs of 3.7 X 1.2 metres in size.
Photo on left shows Dr Rafael Pizarro (in white shirt) and some of the year 4 and 5 Bachelor of Architecture students who completed the White Bay EcoCity concept plans, scale model and movie.
A public exhibition was held on 5th June 2007 at the University of Sydney. Several hundred local inner-west residents and other parties attended and appeared favourably impressed by the quality of the presentation.
